Public Open House for the Village of Hastings-on-Hudson Smart Growth Comprehensive Plan Update and Local Waterfront Revitalization Program (LWRP)

Hastings-on-Hudson, N.Y. – The Village of Hastings-on-Hudson invites community members, business owners and other stakeholders to participate in an interactive Open House as part of the Village’s Smart Growth Comprehensive Plan Update and Local Waterfront Revitalization Program (LWRP). The Open House is scheduled for Wednesday, May 24, 2023 from 6:00 – 8:30 pm at the James V. Harmon Community Center, 44 Main Street, Hastings-on-Hudson, NY.
 
The purpose of the Open House is to provide residents with the latest information on the Comprehensive Plan Update and LWRP process and gather input related to a variety of topics. Participants can drop in any time. The Open House will include interactive stations facilitated by the consultant team, as well as an opportunity to provide comments. Participants can provide input on topic areas such as parks and recreation, the waterfront, economic growth, transportation, etc. A kids’ activity table will also be available. Information gathered from this activity will help the Comprehensive Plan Update and LWRP committee to shape recommendations and potential projects for the future of Hastings-on-Hudson. All community members are encouraged to participate!
 
Mayor Armacost encourages residents to participate saying, “We are trying to get as much input as possible from residents to help shape these critically important documents. Please drop in to share your thoughts with us, especially if you didn’t get a chance to participate in the survey. And thanks to everyone who has already engaged on this!”
 
Chairman Ray Dovell urges everyone to dig deeper by saying, “The Village response at large to the initial survey was fantastic, both in the number or responses and the thoughtfulness of answers. Now is the time to dig in deeper with more specificity about possible projects and long-term vision. We are hoping for a great turn out and more fantastic ideas from all.” 
 
The Village has initiated an update to its 2011 Comprehensive Plan to incorporate Smart Growth principles, as well as the development of a Local Waterfront Revitalization Program (LWRP).  The Village intends to undertake and complete the two plans simultaneously and in parallel for both plans to benefit from maximum resident engagement and participation, as well as to ensure that the plans align.
 
A Comprehensive Plan is a blueprint for the future of a community. The Plan will create a framework for the future, particularly in the areas of land use, economic growth, sustainability, community identity, housing, and transportation. This framework will guide the community's long-term vision and identify the tools and actions needed to achieve that vision.
 
An LWRP is a comprehensive land and water use program that expresses a long-term vision for the waterfront revitalization area, which is proposed as the entire Village area. The LWRP will identify future projects and programs through consensus-based public engagement. An LWRP is also a regulatory tool that ensures consistency with the forty-four state coastal policies at multiple levels of government. The LWRP will examine topics including, but not limited to, water quality and environmental health, public access to the waterfront, recreation, climate change, bicycle, and pedestrian connections, and economic growth. An LWRP provides several benefits for the community such as creating state and local partnerships as well as strengthening opportunities to apply for funding from State sources to implement projects.
 
The Comprehensive Plan Update and LWRP are being prepared with funding provided by the New York State Department of State under Title 11 of the Environmental Protection Fund.
 
The Comprehensive Plan Update and LWRP process is being developed by the Village of Hastings-on-Hudson and guided by a Comprehensive Plan Update and LWRP Committee and a consultant team led by M.J. Engineering and Land Surveying, P.C. and supported by Adropogon Associates, E.M. Pemrick & Company, and Shumaker Engineering.
 
Public engagement is a key component of the project and fundamental to the implementation and success of the plans. Future engagement activities will be scheduled to gather input about the Comprehensive Plan Update and LWRP.
