Westchester is set to enter the Phase 3 reopening stage under Governor Andrew Cuomo's NY Forward reopening plan - Tuesday, June 23, 2020

On Tuesday, June 23, Westchester is set to enter the Phase 3 reopening stage under Governor Andrew Cuomo's NY Forward reopening plan, as we continue to recover from the COVID-19 epidemic.

Businesses that will be eligible to begin reopening in Phase 3 are:

  • Food services
  • Personal care

Food services include restaurants, food trucks and other food concessions, many of which had been eligible for takeout and outdoor dining services previously.

The state has a number of mandatory guidelines and best practices outlined for restaurants that are reopening.  These include: a limit of 50% maximum indoor patron capacity; separation of a minimum of six feet between tables or physical barriers erected between tables; employees must wear face coverings at all times; patrons must wear face coverings except when seated; and more.  For details see: https://www.governor.ny.gov/sites/governor.ny.gov/files/atoms/files/Food_Services_Summary_Guidelines.pdf

Personal care businesses include  tattoo and piercing facilities, appearance enhancement practitioners, massage therapy, spas, cosmetology, nail salons, UV and non-UV tanning, and waxing.  Similar guidelines, including capacity restrictions, distancing requirements and face covering requirements apply.  For details see: https://www.governor.ny.gov/sites/governor.ny.gov/files/atoms/files/Personal_Care_Summary_Guidelines.pdf

As with prior reopening stages, each reopening business must develop a written Safety Plan outlining how its workplace will prevent the spread of COVID-19. Safety Plan templates and further information regarding Phase 3 reopening can be found at https://forward.ny.gov/phase-three-industries.
