Waterfront Remediation - Southern Portion

Dear Residents:

As you may know, Certificates of Completion have been received for the soil remediation in the southern portion of the waterfront property – west 2016 and east 2021 (see HERE). The Village has recently been informed that there will be additional remediation work on the southern portion of the waterfront property at the former Tappan Terminal . Chevron continues to work under the direction of NYSDEC to fully remediate and close the site.

By way of background, the site was subdivided for administrative purposes into three Areas of Concern (AOC); AOC 1 – Western Parcel Soil Remediation; AOC 2 – Eastern Parcel Soil Remediation; and AOC 3 – Groundwater Remediation System. AOC 3 – Groundwater Remediation System has not yet been approved for a complete shutdown and removal from the site.

In furtherance of reaching the goal of complete shutdown and removal from the site, NYSDEC has requested Chevron perform targeted amendment injections to address elevated concentrations of contaminants and to reduce residual contaminants below a certain criterion in four areas detailed on the map below.

The first injection event is planned for July 10. If necessary, there will be a second event.

There will be storage containers and a drilling rig on site as well as personnel performing the injections. Workers will be wearing PPE and respirators and the chemical to be injected will be in a secondary containment area.

This is a reminder to all residents that the site is private property. No residents should cross the Zinsser Bridge (which is unsafe for travel), nor should residents (or their dogs) go onto the site. Please be sure to pass this information to children/young adults.
