Chemka Pool Restoration Update  - January 22, 2023

THE CONSTRUCTION WORK AT CHEMKA POOL IS IN FULL SWING AND THE AREA AROUND THE POOL AND PUMP ROOM SHOULD BE AVOIDED WHERE POSSIBLE.  THOSE RESIDENTS WHO USE THE CHEMKA PARKING LOT TO BRING THEIR CHILDREN TO SCHOOL SHOULD USE EXTRA CAUTION AS BOTH CARS AND PEDESTRIANS USE NARROW CHEMKA ROAD TO ACCESS HILLSIDE SCHOOL AND CONSTRUCTION EQUIPMENT IS ALSO NOW ADDED TO THE MIX.  IN THE SPRING, THE CHEMKA SIDEWALK WILL BE RECONSTRUCTED WITH NEW CROSS WALKS AT HILLSIDE. IN THE INTERIM, PLEASE EXERCISE EXTRA CAUTION AND REMIND YOUR CHILDREN TO DO SO AS WELL.
 
As you know the Village entered a contract with Jennosa Pools, Inc. in August 2022 for restoration of the Chemka Pool. Since then, electric demolition has been completed and new service lines have been run from the pole to the pump room. The new electrical meter in the pump room has been installed and all work involving Con Edison is complete. The contractor has also completed the leak detection and remediation  portion of the contract work and  several leaks in the 3 pools have been repaired.  Several other repairs to the pools themselves were identified as necessary and they are complete including: replacement of the top step into main pool; repair of the interface joint between gutter and concrete pool; new replacement cups for ladder rails in Main Pool; and repair of skimmers training pool.

In August the Village determined that more robust flood protection than we originally envisioned was necessary. The original bid called for the  installation of a removable flood barrier at the entrance to the filter room for flood protection. It became clear  from a storm in July 2022 which again flooded the pump room that the Village must provide a more robust solution. We had our engineer design the closure of the driveway to the pump room with a foundation wall and fill placed all the way up to the pool deck grade to slope the area away from the pump room. The design includes a staircase going to the pump room which will eliminate the driveway to the basement pump room and thus the ability for water to flood down the driveway and into the pump room. The work was authorized by the Board of Trustees Jan. 17, 2023.   This work will not interfere with the pump room work, nor will it interfere with the timely completion of the project.
 
The total budget for pool repair, restoration and renovation is  $1.37M. All the construction associated with the damage from IDA in the amount of  $1.21M  is expected to be reimbursed  (FEMA pays 90% and NYS picks up 10%). This includes the pump room mechanical and electrical restoration ($730,000) and the driveway access closure and stair access to pump room installation ($480,000). These costs are eligible for FEMA reimbursement.  In addition, the Village contracted for leak detection and remediation, alterations for chlorine spill safety and pool improvements such as  ladder, valve, skimmer, gutter, and pool stair repairs in the amount of $163,000.  These items are unrelated to the IDA damage and cannot be recovered from FEMA.  It made sense to do them at this time when the pool was under construction. 
 
The timeline for the pool restoration of the  pump room electrical and mechanical equipment and the completion date has not changed.  The additional flood protection work has been incorporated into the existing schedule. Key dates include excavation, concrete walls, stair installation and  waterproofing throughout February. Pump room electrical installation to continue starting in mid-February when equipment and material previously ordered begins to arrive.  Waterproofing, backfilling, and grading is expected to occur in late February and  early March,.  Wood framing , steel work, and roofing in March.  At the end of March Chemical Bulk storage renovation work will occur. In late March the electrical inspection will occur, and the pool mechanical equipment will be installed.  Pool start-up is scheduled for early April with a DOH inspection in mid-April and operator training to follow.  The pool should be ready by May 1. Opening date to public is scheduled for May 27.
