Pursuant to Governor Cuomo’s Executive Order No. 203 following the police-involved death of George Floyd, all NY State municipalities are required “to develop a plan to improve deployments, strategies, policies, procedures, and practices, for the purposes of addressing the particular needs of the communities served by such police agency and promote community engagement to foster trust, fairness, and legitimacy, and to address any racial bias and disproportionate policing of communities of color”.
 
Part of this requirement is to involve stakeholders in the community; an outline of stakeholders was provided and such stakeholders included:
 
Must be involved:
 
Membership and leadership of the local police force; 
Members of the community, with emphasis on areas with high numbers of police and community interactions; 
Interested non-profit and faith-based community groups; 
The local office of the district attorney; 
The local public defender;
and Local elected officials.
 
Consider engaging:
 
Residents who have had interactions with the police; 
Residents who have been incarcerated; 
Any local police unions; 
Local education officials and educators; 
Local neighborhood, homeless, and housing advocates; 
LGBTQIA+ leaders and advocates; 
The Local Health Department and healthcare leaders and advocates; 
Mental health professionals; 
Business leaders; 
Transportation and transit officials;
and Legal and academic experts.
 
Using this criteria we have formed our committee and their charge is as follows:
  • Review the needs of the community served by its police agency and evaluate the departments current policies and practices.
  • Review policies to assess if they allow police to effectively and safely perform their duties.
  • Involve the entire community in discussion.
  • Collect input from the community to be considered by the committee.
  • Offer the Final Policing Reform Plan for public comment.
  • Present the plan to the Board of Trustees to ratify or adopt it.
  • Certify adoption of the plan to the State Budget Director by April 1, 2021.
 

The ultimate task of the Committee is to create a set of recommendations for Police Reform as it relates to our community, keeping in mind the safety of the Hastings police force and the community at large.
